This monograph is an attempt at describing and analysing the various
global ocean programmes and their interactions. This book describes
the major international (global and some regional) programmes
promoted by international, intergovernmental and non-governmental
organisations, and provides information on the institutional and
legal frameworks of the described programmes. It also examines
the interactions between the described programmes and the mechanisms
set-up for their co-ordination.
There
is analyses of the structural, organisational and financial problems
hindering the development and implementation of the described
programmes, including the weaknesses in national institutions,
policies and practices. In short, this book focuses on programmes
whose primary aim is to improve knowledge about the oceans.
